Can a HOA take a vote to increase fees (doubling fees) for multiple dog owners with only 5 out of 18 homeowners present?



Answer

The effectiveness of a HOA action generally is based upon the by-laws of the association. Many HOAs operate through boards. Often one board member is elected per x number of homeowners. Thus, most decisions are made when a small portion of affected homeowners are present. ( but, must have a quorum) The by-laws of the HOA should describe how many are needed for a quorum.
