In many cases yes. A merchant can refuse service to individuals with few exceptions. You have seen the "NO SHIRT NO SHOES NO SERVICE" signs? That is not a law (unless some city ordinance is in place), it is instead the policy of the merchant.
While there are a few exceptions (depending on the state), a private business owner is free to do business with whomever they please. If the refuse too many people for arbitrary reasons, the "market" will take care of them and they will likely go out of business.
