what if a mother is in jail and a grandfather is taking over temporary custody of a special needs child? Do they have to put the child up for adoption after 2 years? This is in westmoreland county, Pa. Mother should be out of jail by april 2012 and baby will be 2 in jan. 2012. Thank you..

No. The child is in kinship care that is when the "foster" parent is a relative they don't put the child up for adoption.
