Surface ground water run-off from developing subdivision flooded the basement of our new home. Is the subdivision's developer liable for clean up, repairs and loss of personal property?

Based upon the few facts that you described, it appears that the party that altered the grade of soil may be ultimately liable for your damages. But, you can probably.make a claim on your.homeowners insurance policy, and let.your insurer go after the other party for recompense.
