is a person who has been paying child support still responsible to pay support if the child, now 17, almost 18, is incarcerated? to continue to pay to the other parent or not?

Only a court has the right to stop child support. Your post does not state how long the child is incarcerated for, if the custodial parent is providing some incidentals while he/she is incarcerated, if the child is in a juvenile setting or was tried as an adult. I suggest you speak with an attorney who can obtain all the information and better advise you how to proceed.
