Question

I filed a civil suit against my landlord 20 days ago. He countersued which I filed an answer to 3 days ago. Is it too soon to serve him with a "Request for Documents" and do I need to file it with the court? Also is there something else I should file first?

Answer

Not too soon to request documents, which is called "discovery." You do that directly with the other party. You do not file any document requests with the court. The court is not involved with discovery, unless you need a court order to compel the other side to produce.
