Question

I live in a private community in PA. I know that it is not illegal to feed the deer in PA, but this community has a law that states the community will impose a citation for the first offense and a $125 fine for the second offense for its' residents feeding the deer. Farm stand owners outside of this community have been intimidated by people telling them to take down signs that say "deer food." Is this legal???

Answer

No, it is not legal to prevent farmers from selling "deer food". Although a private community can regulate the actions of its residence to a certain degree, it cannot regulate the activities of those outside their community.
