Can I file absentia if I know where my spouse is, but he wont provide the necessary information or sign divorce papers

You merely have him properly served by a sheriff's deputy with a copy of your divorce paperwork(assuming you have a verified address) and whether he files an answer or response or not is up to him and should in no way keep you
from finalizing your divorce in the circuit court where you filed your
papers.
