I work for a major school system in the state of GA. Recently, our Principal told the staff (through a letter) the dress code would be changing for the upcoming school year. Basically we will not be allowed to wear shoes which do not have a strap around the heel. And sandals are not permitted either. She claims this is to keep us from wearing flip flops.
I have checked the County Personnel Handbook, and it is very vague in regards to dress code. It only says "The expectation of the Board is that all staff members dress in a professional manner. Dress should be appropriate for the position."
My question is: Can she really dictate what type of shoes we wear? I know it sounds silly, but I am on my feet all day and most of the types of shoes she is referencing are too uncomfortable to wear to school.

I think your position is unreasonable and the school system is correct.
Flip flops make a lot of noise. They are disruptive. I sit part time as a judge and we prohibit them in our court for that reason.
There are many options as to comfortable dress shoes.
