Do you need a permit to sell things on the side of the road?
Yes you need a dealer's permit however many people sell small trinkets while traveling without any papers.
If you are only selling a little bit of stuff and plan on moving around odds are you won't have problems. If you are selling lots of stuff and going home with a huge wad of cash then some guys from the government will show up sooner or later.
