A system is required to light a lamp when it is cold?
Your question isn't clear. Do you mean that the system should light a lamp such as a conventional lamp gradually in order to prolong its life?

If that is the case, you should use NTC components. These are negative temperature coefficient heat conductors or resistors as you may like to call them. They increase their conductivity as the heat rises.
It is also possible to electronically control the way it lights, by using a more complex system rather than a single component or rather than a simple device.
If your question is something else, please define it exactly.
