Question

Can a local or County supervisor require an employee to continue to perform his/her job duties and fullfill the job duties for another position due to an employee resigning without additional compensation for an extended period of time (over one year)? What incentive does the employer have to fill the position if the employee is performing satisfactorily in both positions.

Answer

Not aware of a law against it, but maybe a complaint can be made to HR that you are being required to perform two jobs without any additional compensation. Are you paid hourly or salary?
