Is it good to pay bribe to get a document in another nation where paying of bribe is customary?
Depends.From a Nationality/Patriotism standpoint its not good.From a person benefit standpoint it is.In some nations you cannot get anything done without bribes.Other situations it can be done with or without bribes.And even more situations will still take a long time even with a bribe.Consider this.How soon do you need the documents?Have you seen any progress without the bribe?Do you have the money to give?Keep in mind just because you bribe, does not mean you will get the documents. Sometimes you have to bribe to get the name of the next person to bribe. Sometimes your bribes will be forgotten. Sometimes you bribes will be considered too small.Here is what i learned.When you give the money ask for a business card and a cell phone number.The first week call at least 3 times. State your name and your address and ask for the status.After that you will be sort of like friends. The person will know you and you will still have to check in about once a week until documents are completed.
