I am a foreigner exchange student, and I live in a host family. When I first came, my parents wanted me to have a bank account but I could only have one if I signed it under my guardian's account(my host family). He has access to my account. Recently I found out he took 50% of the money from my account. My question is, is that legal and is there anything i could do?

It does seem strange. Yo might not want to make an issue of it if you are still living with that person. I would recommend that you go to the program advisor for the service that placed you and bring up the topic to them and seek advice as to how it should be handled.
