Our nephew passed away following brain surgery. He was 26. He lived with his parents, and they are unsure what to do about hospital bills, in his name, that they received. He did not have life insurance. Are they liable for his bills?

Unless they co-signed the admission documents or promise to pay forms, no they are not liable, even if he had life insurance. His estate is responsible for the bills. If he had any money in the bank, that money is supposed to pay his debts, before being distributed to his heirs. If there was no money, they should call the hospital and tell them he did not have any money to pay their bill. They need to be sure to not agree to pay the bill themselves as they are not responsible for his bills.
